In 2019 this regulation changes.<\/p>\n<p>Besides the existing energy saving duty there is now an information duty for institutes that consume more than 50.000 kWh electricity or 25.000 m\u00b3 of natural gas(equivalent) a year.<\/p>\n<p>With this information duty, the government and businesses want to encourage energy saving. By this, the CO<sub>2-<\/sub>reduction in the Netherlands will get an implus.<\/p>\n<div class=\"entity entity-paragraphs-item paragraphs-item-paragraaf\">\n<h2>Does this information duty counts for you?<\/h2>\n<div class=\"content\">\n<p>Does your institution use more than 50.000 kWh electricty or 25.000 m<sup>3<\/sup>\u00a0natural gas(equivalent)? With the\u00a0<a href=\"https:\/\/infographics.rvo.nl\/informatieplicht\" target=\"_top\" rel=\"noopener noreferrer\">roadmap information duty energy saving<\/a><strong>\u00a0<\/strong>you can determine whether the information and energy saving duty counts for your institution.<\/p>\n<h3>Institutions that do not have information duty<\/h3>\n<ul>\n<li>Companies or institutions that participate in the (<a href=\"https:\/\/www.emissieautoriteit.nl\/onderwerpen\/wat-is-emissiehandel\" target=\"_top\" rel=\"nofollow noopener noreferrer\">Europese emissiehandelssysteem (EU ETS<\/a>).<\/li>\n<li>Geenhouse cultivation companies that particpate in the\u00a0<a href=\"https:\/\/www.rvo.nl\/onderwerpen\/agrarisch-ondernemen\/agrarische-administratie-en-registratie\/co2-regeling-voor-de-glastuinbouw\">CO\u2082-vereveningssysteem<\/a>.<\/li>\n<li>Companies or institutions that participate in the agreement\u00a0<a href=\"https:\/\/agnlinternet.prolocation.net\/onderwerpen\/duurzaam-ondernemen\/energie-besparen\/meerjarenafspraken-energie-effici%C3%ABntie-0\" target=\"_top\" rel=\"nofollow noopener noreferrer\">Meerjarenafspraken energie-effici\u00ebntie (MJA3)<\/a>.<\/li>\n<li>Environmental Protection Act institutions,\u00a0<a href=\"https:\/\/www.infomil.nl\/onderwerpen\/integrale\/activiteitenbesluit\/activiteitenbesluit\/typen-inrichting\/type-1\/\" target=\"_top\" rel=\"nofollow noopener noreferrer\">Type C<\/a>, which have an environmental permit.<\/li>\n<\/ul>\n<div>\n<h3>Do you have a company with an energy audit obligation (EED)?<\/h3>\n<p>It is possible that you, besides the information duty energy saving, also have an\u00a0<a href=\"https:\/\/www.rvo.nl\/onderwerpen\/duurzaam-ondernemen\/energie-besparen\/europese-energie-efficiency-richtlijn-eed\/energie-audit-eed\">EED-audit duty<\/a>\u00a0for your company. The EED-duty depends on factors such as number of employees, turnover and balance sheet.<\/p>\n<p>In this case, you report your energy savings for the information duty in eLoket by 5 december 2019.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"entity entity-paragraphs-item paragraphs-item-paragraaf\">\n<h2>What does the information duty contain?<\/h2>\n<div class=\"content\">\n<p>Do you have information duty for your institution? Then, you have to report which energy saving measures you took in eLoket at RVO.nl by 1 july 2019.<\/p>\n<p>As a starting point, use the\u00a0<a href=\"https:\/\/www.rvo.nl\/onderwerpen\/duurzaam-ondernemen\/energie-besparen\/informatieplicht-energiebesparing\/informatieplicht-voor-bedrijven-en-instellingen\/erkende\">Erkende Maatregelenlijst energiebesparing (EML)<\/a>\u00a0for your branch. This contains energy saving measures with a pay back time of 5 years or less. An EML has been developed for 19 different branches. For reporting the information duty, the eLoket is avalaible since 28 february 2019 at RVO.nl<\/p>\n<\/div>\n<\/div>\n<div class=\"entity entity-paragraphs-item paragraphs-item-paragraaf\">\n<h2>When do you report for the information duty?<\/h2>\n<div class=\"content\">\n<p>By 1 july 2019, you report which energy measures you took in eLoket. The monthly schedule is as follows:<\/p>\n<ul>\n<li>28 February 2019: eLoket opens for reporting energy saving measures<\/li>\n<li>5 March 2019: publication in the\u00a0<a href=\"https:\/\/zoek.officielebekendmakingen.nl\/stcrt-2019-8650.html\" target=\"_top\" rel=\"nofollow noopener noreferrer\">Staatscourant<\/a>\u00a0of the current EML for 19 branches<\/li>\n<li>19 March 2019:\u00a0<a href=\"https:\/\/www.onlineseminar.nl\/rvo\/webinar\/25712\/informatieplicht-energiebesparing-eloket-\/#watch-player\" target=\"_top\" rel=\"nofollow noopener noreferrer\">webinar Informatieplicht en eLoket<\/a><\/li>\n<li>April 2019: the current annex 10 of the activities decree shall enter into force<\/li>\n<li>May 2019: XML-upload for institutions available<\/li>\n<li>1 July 2019: deadline for reporting in eLoket to fulfill the information duty<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div class=\"entity entity-paragraphs-item paragraphs-item-paragraaf\">\n<h2>How do you prepare for the information duty?<\/h2>\n<div class=\"content\">\n<ol>\n<li>See the\u00a0<a href=\"https:\/\/www.rvo.nl\/actueel\/videos\/informatieplicht-energiebesparing\">introductionfilm<\/a>\u00a0information duty energy saving<\/li>\n<li>Use the\u00a0<a href=\"https:\/\/infographics.rvo.nl\/informatieplicht\" target=\"_top\" rel=\"noopener noreferrer\">roadmap information duty<\/a>\u00a0energy saving to check whether your institution has the information duty energy saving.<\/li>\n<li>Do you have information duty? Then determine with the roadmap which EML applies for your branch and what it means. The roadmap is an aid. The actual reporting has to be done in eLoket.<\/li>\n<li>Purchase eHerkeningsmiddel layer 1. What you must do, is set out in the roadmap.<\/li>\n<li>Go through, before reporting, the complete EML for your branch on energy saving measures taken by you. No EML for your institution?
